Who is authorized to issue Traffic Citation Reports (TC) in accordance with Title 75 Pa. C.S.A
Only uniformed police personnel are authorized to issue Traffic Citation
What is the procedure for issuing traffic citations when a vehicle, including a bicycle, is stopped based on reasonable suspicion or for Vehicle Code Violations, and the operator/owner is ultimately arrested?

There are two types of violations:
traffic and parking violations
What is “hard-backing,” and why is it strictly prohibited (TC or PVR)?
“Hard-backing” is the unauthorized practice where a copy of the(TC) is not provided to the operator of the vehicle at the time of the violation, or a copy of the (PVR) is not left on the windshield of the vehicle at the time of the violation. any police officer engaging in hard-backing is subject to departmental discipline.
What is the procedure for requesting Traffic Citation (TC) books
command officer prepare a memorandum in duplicate addressed to the Commanding Officer of the Philadelphia Traffic Court Liaison Unit. Present the memorandum to the Liaison Unit, where personnel will sign and record on both the original and copy of the memorandum the beginning and ending citation numbers of the books being issued. The original memorandum will be kept by Traffic Court, and a copy, along with the citation books, will be returned to the district/unit. The copy will be retained in the district/unit files.
What is the procedure for requesting (PVR) books
commanding officers prepare a memorandum in duplicate addressed to the Manager of Ticket Operations at the Philadelphia Parking Authority. Present the memorandum at the Parking Authority’s location (35 North 8th Street), where personnel will provide a receipt to the officer listing the number of books being issued and their corresponding ticket numbers. The second copy of the memorandum and receipt will be returned to the district along with the ticket order and retained in district/unit files.
What is the procedure for returning defective books, and how is it documented by the Operations Room Supervisor (ORS)?
(ORS) will return defective book(s) by preparing a Request for Cancellation (Form 75-147) in 4 copies, with an original and three copies. This form should describe the nature of the defect(s).
Ensure all traffic violation books are distributed in strict numerical order, starting
with the lowest number.
ORS
