A

ways of spreading power around the state
federal- power divided between 2 levels e.g germany, USA
unitary- one central authority e.g UK west minister parliament
may permit other legislatures to exist at a regional level bit has the right in law to overrule them
regional assemblies are subprdinate to central authority

USA-federal state

A

-50 states with US constitution which agrees that each state is sovereign anf has its own government
-congress made up of 2 senets from each state, lists powers in article 1 sc8 of the legislature of the US
-amendment numer 10- congress only has powers delegated from the united states by the constitution
-all the state levels are syymetrical (have the same powers)

spain- unitary state with strong regional elements

A

-not federal as has a constituion which states the state is indivisable but recognises the right to autonomy pf the nationalitles and regions which make it up
-spanish parliamebt garuntees a central authority but an existances of regional authorities which do not have the same powers as each other

what does devolution mean

A

-where power is distributed by a unitary state to nation or regional insitutions
-the uk parliament establishes multiple partliaments but gives them power

legislative devolution

A

-the power to make legislation is given to regional legislatures by west minister parliament such as the Humn transplantation (wales) act 2013
-parliament retains full legislative power

executive devolution

A

-the powers that ministers have to make secondary legislation (powers given by an act of parliament)
- UK government are given these powers by the UK parliament they are not sovereign

A

-the ability for the devolved administration to raise its own taxes (e.g welsh parliament)
-increases accountability

A

-scottish parliament- acts could be anything unless they related to things only UK parliament could legislate about
-welsh parliament- given powers to legislate on and eveything else are matters for UK parliament
