How much did the economy provide the livelihood of the population
80-90%
What earlier problems continued in agriculture
- peasants tied to their local Mir by redemption dues
- estates continued to be subdivided by the Mir as sons inherited, this coupled with the rising population meant there was less land to farm
- agricultural tools were still traditional
What was improved from earlier issues
Kulaks has prospered since emancipation by buying up land and farming more efficiently
Stolypin aimed to produce more kulaks partly to win their loyalty to the tsarist regime and develop the economy
What did Stolypin want ?
Individual peasants to own their land, holding it in one piece thatcher than as a collection of scattered strips
He gloves they should be able to develop it as they wished without interference by the Mir
What did Stolypin introduce in 1906
More state and crown land was made available for peasants to buy
Government subsidies to encourage settlement in Siberia increase
Peasants granted equal rights in their local administration
Peasants could leave the Mir
A new peasant land bank was established to help fund land ownership
What did stolypin abolish in 1907
Redemption payments abolished
What had stolypin done is 1910 ?
Dissolved communes which had not redistributed land since 1861
What were the positive results of stolypins reforms
- larger farms were developed as land was transferred and poorer peasants sold out
- Hereditary ownership of land by peasants increased
- grain production rose annually by 1909
- the emigration incentives moved 3.5 million peasants away from over-populated rural districts to Siberia
What were the limitations of stolypins reforms
- changes in the land tenure arrangements took a long time to process
- by 1913 less than half of applications for the consolidation and hereditary tenure farms had been processed
- by 1914 only around 10% of land haas been transferred from communal to private ownership
- in 1914 50% of the land remained in the hands of the nobility
- fewer than 1% achieved kulak status
