Develop the Acquisition Strategy Flashcards
Who normally prepares an Acquisition Strategy
Acquisition Strategy IPT
When is the Acquisition Strategy due
Milestone A….
….it is updated before each Milestone review
Advantages of international cooperation
Advantages:
- Development costs are shared
- Use of emerging or existing foreign technology,
- Potential to reduce production costs through sharing -of costs and reducing unit cost by economy of scale
- Promotes interoperability with future coalition partner nations
Disadvantages of international cooperation
Disadvantages:
- Requires an international agreement setting forth terms and conditions of the cooperation
- Legal and administrative requirements, including coordination with the State Department
- Possible dependency on foreign sources
- Security issues associated with technology transfer between countries
- Economic considerations for U.S. industrial base
The concept of international cooperation, as it pertains to the development of the acquisition strategy
Congress requires DoD to determine if there are Allied or other friendly nations with whom we can cooperate on major systems development
The acquisition strategy should address the potential for international cooperative research, development, production, logistics support, or sale
Provides mandatory guidance for the operation of the Defense Acquisition System
DoDI 5000.02
Two strategy approaches to full system capability
Single-step
Evolutionary
The preferred strategy for rapid acquisition of mature technology
Evolutionary acquisition
The ultimate capability delivered to the user is divided into two or more increments, with increasing levels of capability. Increment 1 of an evolutionary acquisition strategy provides the initial deployment capability (a usable increment of capability called for in the CDD/CPD).
Evolutionary approach
Technology in a program must have been demonstrated in a relevant environment to enter…
Milestone B (TRL 6)
What documents guide the MSA phase
Initial Capabilities Document
Materiel Development Decision
Major activities that occur during the EMD phase
Complete Hardware (HW) and software (SW) design Systematically retire any open risks Prepare for production and deployment Establish initial product baseline Build/test prototype Complete TEMP DT&E activities. Evaluate achievement of Key Performance Parameters/Key System Attributes Ensure that production, deployment, and OT&E can be supported
The purpose of the Full Rate Production/Deployment work effort
- Occurs at Milestone C
- Production & deployment completion leading to Full Operational Capability (FOC)
The Acquisition Strategy is a _________ and ___________ approach designed to achieve program objectives within the resource constraints imposed
Business and technical management
5 Phases of the Defense Acquisition System
- Materiel Solution Analysis
- Technology Maturation & Risk Reduction
- Engineering & Manufacturing Development
- Production & Deployment
- Operations & Support
