Resource Type: Costs are resource-specific, so the usage that a meter tracks and the number of meters associated with a resource depend on the resource type.
Service: Azure usage rates and billing periods can differ between Enterprise, Web Direct, and Cloud Solution Provider (CSP) customers. Some subscription types also include usage allowances, which affect costs.
Location: Azure has datacenters all over the world. Usage costs vary between locations that offer particular Azure products, services, and resources based on popularity, demand, and local infrastructure costs.
Reserved instances
Reserved instances are purchased in one-year or three-year terms, with payment required for the full term up front. After it’s purchased, Microsoft matches up the reservation to running instances and decrements the hours from your reservation. Reservations can be purchased through the Azure portal. And because reserved instances are a compute discount, they are available for both Windows and Linux VMs.

Save money with Azure SQL Database and SQL Managed Instance by committing to a reservation for compute resources compared to pay-as-you-go prices. With reserved capacity, you make a commitment for SQL Database and/or SQL Managed Instance use for a period of one or three years to get a significant discount on the compute costs. To purchase reserved capacity, you need to specify the Azure region, deployment type, performance tier, and term.

Azure Hybrid Benefit is a cost-savings benefit that lets you bring your existing on-premises Windows Server and SQL Server licences with active Software Assurance or subscriptions to Azure. Save up to 85 perccent* compared to standard pay-as-you-go rates and achieve the lowest cost of ownership when you combine Azure Hybrid Benefit, reservations savings and extended security updates. Azure Hybrid Benefit also applies to SQL on Azure and Azure Dedicated Host. Additionally, it provides 180 days of dual-use rights so you can maintain your on-premises operation while migrating to Azure. And now, this benefit applies to RedHat and SUSE Linux subscriptions, too.
Spot Pricing
Using Azure Spot Virtual Machines allows you to take advantage of our unused capacity at a significant cost savings. At any point in time when Azure needs the capacity back, the Azure infrastructure will evict Azure Spot Virtual Machines. Therefore, Azure Spot Virtual Machines are great for workloads that can handle interruptions like batch processing jobs, dev/test environments, large compute workloads, and more.
The amount of available capacity can vary based on size, region, time of day, and more. When deploying Azure Spot Virtual Machines, Azure will allocate the VMs if there is capacity available, but there is no SLA for these VMs. A Azure Spot Virtual Machine offers no high availability guarantees. At any point in time when Azure needs the capacity back, the Azure infrastructure will evict Azure Spot Virtual Machines with 30 seconds notice.

Azure Service Level Agreement (SLA)
The Azure Service Level Agreement (SLA) describes Microsoft’s commitments for uptime and connectivity for individual Azure Services. Each Azure service has its own SLA with associated terms, limitations and service credits. Some (free) services don’t have an SLA, for example Azure DevTest Labs.
Public Preview and General Availability
The private preview is only available to certain Azure customers for evaluation purposes. The public preview is available to all Azure customers. … So, general availability becomes the next phase in the Azure product life cycle after the private and public preview phase.
