- criteria had to fit to vote, yet this ranged from regions

  • moved to enfranchise urban male wc
  • product of significant shift to thinking about citizenship, democracy, rights
  • influenced by American Civil War (ending 1865), as Chartist movement placed universal male suffrage, secret ballot + other social reforms at top of political agenda.. ACW symbolized enfranchisement + progressive dem ideals, emboldening liberal campaigners
