A
Government must be liberal democracy where the elected governments power is restricted and the rights of the majority and minority are protected

- freedom of association allowing political participants and freedom
- freedom from discrimination and persecution allowing equality of rights
- protection of the rule of law for all whilst majority rule occurs

- government is not arbitrary (governs in accordance to the rule of law)
- all citizen/persons operate within the law are controlled by it
- everyone is entitled to have a matter heard by an independent and impartial court
