Advantages of legislation: Saves parliamentary time
Parliament doesn't have time to consider/debate all details Allows necessary laws to be made
Advantages of legislation: Access to technical experts
Parliament can't have expertise in all areas Allows people with expertise to deal with problems in their area
Advantages of legislation: Access to local knowledge
Local councils know their own areas unlike Parliament Law made by people who know+understand area's problems and solutions
Advantages of legislation: Easy to amend
Easy to amend or revoke if needs updating More effective than statutes- quicker response to societal change
Disadvantages of legislation: Undemocratic

Shares same complex and obscure wording as Parliament Harder to understand for everyday lay person
