Apportioned Reimbursable Budget Authority (RBA)
Apportioned Funds receive RBA via a BA document from MAJCOM or directly from SAF/FMB
Auto- Apportioned Reimbursable Budget Authority (RBA)
Auto-Apportioned Funds - O&M APF are automatically apportioned RBA from receipt of customer order. The customer order represents both annual and quarterly target and must be equal. Use the document # from the customer to load RBA, with the exception of putting an “R” in 12th position
Types of Reimbursement Customers
- Public (non-federal) - a public customer is any customer not paying with an appropriation funded by Congress. Examples are AAFES, NAFI, Privatized Housing, ACSA - (Acquisition and Cross-Servicing Agreements)
- Federal - Agencies paying with funds appropriated by Congress - DOD and Non-DOD (Dept of State, Justice, and Homeland Security)
FR to UE Balancing for Reimbursement
FCO+COL (FR) = AEU+AEP (UE)
FCO+COL>AEU+AEP - is billing correct? If so, D-to-R JV is needed if execution is occurring out of D
FCO+COL<AEU+AEP for federal, if execution is correct, billing events need to occur
FCO+COL should never be less than AEU+AEP for Public customers who have not paid in advance, cannot move expenses until collected.
