Consent
An encounter in which a REASONABLE PERSON would feel free to leave and can refuse to answer questions.
Detention
The act of keeping back, restraining, or withholding an individual to investigate if criminal activity is afoot. A reasonable person would not feel free to leave. It cannot last longer than necessary to carry out the purpose of the stop/detention. REQUIRES REASONABLE SUSPICION.
Arrest
A seizure or forcible restraint. REQUIRES PROBABLE CAUSE
Reasonable Suspicion
An objectively justifiable suspicion based on specific facts or circumstances that a person was, is, or will be involved in criminal activity.
Probable Cause
A reasonable belief of specific facts that a crime has, is or is about to be committed.
