globally distributed service that translates human readable names like www.example.com into the numeric IP addresses like 192.0.2.1 that computers use to connect to each other.

Except when a global service (IAM; Route 53), you are able to launch regional services in multiple Regions at the same time. For example, you can have Amazon EC2 instance running in both us-west-1 and us-east-2

Account - Account
Details about your account including your address, billing details & contact information
Account - Organization
AWS Organizations is an account management service that enables you to consolidate multiple AWS accounts into an organization that you create and centrally manage.
Account - Service Quotas
Quotas, also referred to as limits in AWS services, are the maximum values for the:
resources
actions
items
in your AWS account. When a new account is created, there are default values, such as assigning five Elastic IP addresses. These limits can be increased by logging a support ticket. For more details, please see the quotas documentation.

You can use the dashboard page of the AWS Billing console to gain a general view of your AWS spending.
