National Service Training Program (NSTP) Act of 2001 was issued on
November 13, 2009
The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.
According to Section 9 of Article If of the 1987 Constitution
she explains that a “nation’s social service delivery system, particularly universal access to education and health care is omtral to achieving equality and closing the wealth and income gap between the rich and the poor.”

Section ___ of the IRR of the NSTP Law states that “[while it is the prime duty of the government to serve and protect its citizens, in turn it shall be the responsibility of all citizens to defend the security and promote the general welfare of the State, and in fulfillment thereof, the government may require each citizen to render personal military or civil service.”
