A Health Control Plan must address the following:
- Control measures for eliminating or minimising exposure to dust, noise, hazardous substances, contaminants (airborne or otherwise), ultraviolet and ionising radiation and vibration
- Control measures to ensure persons are fit to carry out work and not be impaired by fatigue, extremes of temperature, moisture content of air and intoxication by drugs or alcohol
- Monitoring of health hazards associated with operations
- Arrangements for monitoring workers health
- Management of health records
Mechanical Engineering Control Plan

Section 30, Schedule 2
A Mechanical Engineering Control Plan must have control measures for the following risks:
- injury to persons caused by the operation of plant or by working on plant or structures,
- the unintended initiation of explosions, the unintended operation of plant,
- the unintended release of mechanical energy, the catastrophic failure of plant or structures,
- uncontrolled fires being initiated or fuelled by plant, the exposure of persons to toxic or harmful
substances.
Electrical Engineering Control Plan

An Electrical Engineering Control Plan must have control measures for the following risks:
- injury to persons caused by direct or indirect contact with electricity,
- injury to persons caused by working on electrical plant or electrical installations,
- the unintended initiation of gas or dust explosions, the unintended operation of plant,
- the occurrence of uncontrolled fires.
Well Integrity Plan
A Well Integrity Control Plan must take into account the following: overall life cycle of the well
maintenance of the casing and cementing in a well pressure risks
need to install well subsurface safety devices risks associated with use of drilling fluid
risks associated with fracture simulation
risks associated with suspended or decommissioned wells Must also consider:

Notifiable Incidents
Work Health and Safety (Mines and Petroleum Sites) Regulation 2022, Part 7, Section 124
A notifiable incident is:
- the death of a person
- a ‘serious injury or illness’
- a ‘dangerous incident as per regulations
*Notification must be given to the Regulator if a notifiable incident arises out of the conduct of a business or undertaking at the mine or petroleum site
Review of Control Measures
Work Health and Safety (Mines and Petroleum Sites) Regulation 2022, Part 3, Division 1,
Subdivision 1, Section 15
PCBU must review and revise control measures in the following circumstances:
- An audit identifies a deficiency in a control measure
- A worker is moved from a hazard in response to a
health monitoring report
- A notifiable incident occurs
- An incident as per section 124 occurs
- As per a request from Health and Safety Rep
- When a PCBU who is not the operator of the mine notifies of a
request
Other Incidents That Must Be Notified

An ‘other’ incident is an incident arising out of operations at the mine or petroleum site that:
- results in injury or illness requiring ‘medical treatment’, or
- a high potential incident
High Potential Incidents
Work Health and Safety (Mines and Petroleum Sites) Regulation 2022, Part 7, Section 124 (5)
- Dangerous incident if a person were reasonably in the vicinity
- Failure of ground support
- Burial of machinery where it cannot recover itself
- Misfire or unplanned explosion
- An unplanned event that causes the emergency evacuation of more
than 1 person - Subsidence that may result in damage to plant or structures
- Injury or illness to a person with med cert that results in unfit for at
least 7 days - Airborne dust and diesel particulate exposure above limits (8-hour time weighted average)
- Atmospheric concentration of carbon dioxide exposure above limits (8-hour time weighted average)
- Atmospheric concentration of crystalline silica exposure above limits (8-hour time weighted average)
- Uncontrolled fire on mobile plant that is in operation
- Loss of control of heavy earthmoving equipment that is
operated remotely or autonomously, including a failure of breaking or steering - Spontaneous combustion
Explosives and explosive precursors
Work Health and Safety (Mines and Petroleum Sites) Regulation 2022, Part 3, Division 3,
Subdivision 1, Section 33
In managing risks to health and safety associated with explosives and explosive precursors, the operator must:
- ensure explosives are safe to handle
- fit for intended use
- as insensitive as reasonably practicable
- simple to store, use, transport and control
- comply with Explosives Act 2003
Functions of a HSR (Crew Reps)

- Represent the workers in the work group in matters relating to
WHS - Monitor the measures taken by PCBU
- Investigate complaints from members of the work group relating to
