Distinguish between two types of cases
The fact that she didn’t throw the item (myrtle mat) to the ground, proves that she in fact wants kiddushin - she therefore needs get.
Only where she received the item in a non-kiddushin way (pikadon), the fact that she didn’t throw item to ground is b/c she’d have to pay for it as she’s a shomer(et). Her silence can be taken as refusal - no get required.
