Operators that need a CVOR certificate?

A

TRUCKS: GVWR: 4,500 kg / 10,000 lbs
BUS: seating capacity of 10+ passengers
TOW TRUCKS: regardless of gross/registered weight

Operators that don’t need a CVOR certificate?

A

1 - trucks or buses played in another Canadian province or territory & lease for personal purposes or to carry passengers at no fee

2 - 4500 kg or less, regardless of towing trailer or not

3 - example: ambulance, firetrucks, hearse, caskets, mobile cranes

4 - pick up trucks that: manufacturers gross physical weight rating of 6000kg (13,227 pounds)

CVOR operator responsibilities

A

Operators are responsible for the drivers & vehicles in their operations

1 - conduct of driver
2 - mechanical safety condition of the vehicle
3 - shipping of goods or passengers in the vehicle
4 - keeping records on file (vehicle repairs, kilometres travel per year, annual inspection reports, etc.)

Driver

  • the conduct of the driver (BEHAVIOUR)
  • qualified and licensed
  • monitor safety performance/ including hours
  • resolve safety issues when identified

Mechanical safety

  •  keep vehicle in good safe conditions at all times
  • ensure daily and annual/semi annual inspections are completed

Shipping of goods OR passengers in the vehicle
- ensuring load security

How CVOR works?

A

Monitors an operator safety record over a 2-year period

  • convictions
  • reportable collisions
  • commercial vehicle safety alliance (CVSA) Safety inspections
  • Ministry interventions
  • operator information (Weight size, kilometres traveled, commodity transported, overall violation rate, safety rating)

What is an intervention?

A

An intervention is predetermined stages for poor safety performance on behalf of the operator

Example
Disciplinary letters, interviews, audits or sanctions

What is a sanction?

A

A Sanction is the most severe disciplinary measure the ministry may impose

A sanction can happen when an operator receives an unsatisfactory safety rating/ operator has opportunity to fight on their defence.

RESULT
Results in a fleet limitation, plate seizure, suspension or cancellation of operators privileges
