THINK:
Who and what is involved in the situation?
At this point consider what you already know about the policing situation. Who is involved in the situation (Stakeholders who may include for example victims, witnesses and the community). ? What are their immediate and longer term interests in the situation? what is involved in this situation? what do you know about it and what do you need to know? Consider the situational factors involved and what risks pose to police and other stakeholders.

OBSERVE:
Gather all situational information.
What are the observations of the totality of the situation?
Your observations of the totality of the situation when you arrive, approach and enter a policing situation will provide you with additional information upon which you will formulate your plan and actions. These observations also enable you to conduct an ongoing risk assessment to ensure public and police safety and to identify key elements which must be taken into account when considering your tactical options.

A

90 When crime scene may be established

(1) A crime scene may be established on premises by a police officer if the police officer suspects on reasonable grounds that—
(a) an offence committed in connection with a traffic accident that has resulted in the death of or serious injury to a person is being, or was, or may have been, committed on the premises and that it is reasonably necessary to establish a crime scene in or on the premises to preserve, or search for and gather, evidence of the commission of that offence, or
(b) a serious indictable offence is being, or was, or may have been, committed on the premises and it is reasonably necessary to establish a crime scene in or on the premises to preserve, or search for and gather, evidence of the commission of that offence, or
(c) there may be in or on the premises evidence of the commission of a serious indictable offence that may have been committed elsewhere and it is reasonably necessary to establish a crime scene in or on the premises to preserve, or search for and gather, evidence of the commission of that offence.
