FEDERAL - Legislature (Law-making body): Bundestag
- elected by secret ballot of all electors every 4 years
- electors vote for a regional representative but also for a party
- votes sorted by proportional representation
- party needs at least 5% of votes to gain a seat
- passes the laws of the country

representatives from the Länder; chosen by the Länder from those elected to the Länder

- Convention made up of all Bundestag members and an equal number of Bundesrat members

16 Länder elected by voters in their region

- each county runs local services (water, power, rubbish)
- local officials get power from state BUT elected by ppl in district
