Criteria for CPP actions or behaviour types

Sexual abuse
An act involvong circumstances of indecency with, or sexual violation of a child, or using a child in the making of sexual images
Physical abuse - three areas to consider in determining if abuse meets threshold
- The action (of the abuse)
- The injury inflicted (outcome or result)
- The circumstances (factors in the case)
Injuries that meet the threshold for CPP
- Blow or kick to head
- Shaking of an infant
- Strangulation
- Use of an object as a weapon
Types of injuries inflicted (Outcome or result)
- a bone fracture
- burn
- Concussion or loss of conciousness
- any injury requiring medical attention
- any bruising or abrasion on infant or not yet mobile
The circumstances (factors in the case) when the initial injury does not meet the threshold
Hitting, kicking, slapping etc in combination with:
1 - The vulnerability of child (under 5, pre pubescent children, disabled in any age)
2 - More than one offender (both parents)
3 - History of abuse
4 - A high degree of violence
5 - the offenders history and background
6 - location
7 - Nature and level of concerned from notifier
Neglect
Intentionally ill-treats or neglects any child, or causes or permits the child to be ill-treated in a manner likely to cause the child actual bodily harm, injury to health or mental disorder or disability. The ill-treatment or neglect must be serious and avoidable.
Examples of Neglect
- Not providing adequate food, shelter or clothing
- Not protecting a child from physical harm or danger
- Not accessing appropriate medical treatment or care
- Allowing a child to be exposed to the illicit drug manufacturing process
- Allowing child to be exposed to an environment where toxic chemicals are stored.
Initial Steps Oranga Tamariki and Police must follow (know this)
Referral - Information sharing between the 2 agencies
Consultation - discussion at appropriate levels
Agreement - agreeing upon an initial action in an IJIP (initial Joint Investigation Plan).
Topics the must be considered when completing IJIP (know this)
- The immediate safety of the child involved and other children whom maybe identified as being at risk.
- If a Joint visit is required due to risk of further offending, loss of evidence, offender hostile, concerns for staff safety.
- The management of the initial interview of child.
- Referral to a medical practitioner and authority to do so.
- Any further actions agreed for Police and OT including considerations as to whether a multi-agency approach is required.
Questioning a child if they made a clear disclosure to an adult and that adult can give information
Do not ask the child again what has happened to them
Questioning a child if it is unclear what the child said ad there is no urgency safety issues
Do not question further
Questioning a child if it becomes clear an offence has occurred
Do not continue questioning

Critical - 24 hours
Very Urgent - 48 hours
Urgent - 7 Days
Critical - 24 hours
