Yes, they exist in a rigid structure, mostly tetrahedral. Excpect graphite.

Yes, the atoms can’t rotate around each other.
Why is graphite soft
It is layered, so it has weak forces of attraction between layers letting it slip.
Why can graphite conduct
Only three carbons are used for bonding, so each graphite has a free electron to roam along layers whcih allows it to conduct.
