in an electric field, the charges will move. but inside the charged sphere, the charges do not move and so there is no resultant force/ the charges move until there is no resultant force.

there is no movement of charges in a metal sphere and so, there is no resultant force for an electric field to be set up.

Explain why a graph of potential against distance for 2 positive charges will shows that they have the same sign.

The potential is always positive, so they have the same sign.
