Methods of importation
International mail centre:
Inside a mail article
International airport:
Arriving courier using either body packing, internal concealment, or concealed within luggage
Imported air freight:
Within a freight consignment either commercial or private
Imported sea freight:
As with air freight but arrive via sea
Transhipped air or sea freight:
Transiting through NZ with an final destination in another country
Arriving commercial vessel:
Hidden onboard or attached to a vessel that is either unloading or picking up cargo from NZ before continuing onto another country
Definition of a controlled delivery
A controlled delivery occurs when a consignment of illicit drugs is detected
often concealed in some other goods
in circumstances making it possible for the delivery of those goods
to be made under the control and surveillance of NZ customs and police officers
with the view to identifying and securing evidence against those involved for the importation or exportation.
What are the two options of controlled deliveries?
1: a clean controlled delivery:
Where no drugs are left within the consignment.
However, at the termination of the operation only “importation” and/or “conspiracy” charges are likely to be filed on those apprehended.
2: Leave an amount of the drug within the consignment:
The remainder of the drugs are substituted.
To enable the option of charging an offender with “possession of supply”
and also provides the availability of emergency powers should the drugs move to persons or places not covered by search warrants.
Consequently any consignment with drugs still in it requires greater security
and recovery on termination is paramount.
Things to consider with an OP for controlled delivery
CAMERA: Camera OP requirements versus intercept requirements.
FRIENDLIES: Find a suitable location. Identify any staff friendlies who live in the vicinity of the target address or have friends/family in the area.
LOCATION: If there are none, then identify a potential address based on location/proximity to target.
STAFF: The staff having to occupy the OP.
WARRANT: Whether surveillance device warrant required under S&SA.
What points should I consider when profiling the addressee of a controlled delivery?
Agency intelligence held - fisheries, customs, immigration, internal affairs
Bank accounts - large deposits, overseas transfers
Business associations
Connections to delivery address
Family members / associates / vehicles / places frequented
General lifestyle - sports / interests
Name - real or false
Photographs - casual, formal, surveillance
Police intelligence held (NIA)
Previous occupiers
Risk assessment - firearms required
Tracking device for vehicles
When you have identified a suitable address, you must profile it by considering:
Ability to beam signals and/or tap into telecom cables
Access to and from address without arousing suspicion
Other conditions relating to the vicinity of the OP (animals, lighting, parking, schools)
Phone lines available in street
Proximity to target address - close enough to be effective and far enough away to be unobtrusive
Unobstructed line of sight to target address
10 things to do when preparing for a controlled delivery:
Assume ownership and leadership of investigation and appoint roles
Consider whether to conduct an electronic interception as part of the CD
Contact surveillance squad, photography, CMC & TSU early as possible
Find a suitable OP address
Intel phase (profile package, delivery address, addressee)
Liaise with customs OC exhibits and where appropriate take control
Method of delivery and contingency plans for different delivery scenarios
Repacking controlled delivery packages
Request customs to manipulate the track and trace system if the parcel is in the t&t system
Search warrants

What matters need to be considered in relation to audio devices for delivery?
INSTALLATION: By law, the installation of an audio device must be done by police (TSU)
INTERCEPT: A SDW is required where an interception device will be used to intercept a private communication.
MONITORED: The audio device must be monitored even while it is mobile.
NATURE: For audio device installations of this nature, involving TSU early will result in the earliest release of the package for delivery.
TIME: Allow sufficient time for the secure installation of the device.
