  • Can only be used to alleviate present risk of serious harm posed by:
    a) Riot
    b) barricaded subject
    c) Hostage situation
  • only OIC (Sgt, IC, Chief) can authorize
  • If used outside of a jail must get approval from mayor or highest elected official
  • Prior to any use warning announcement must be made

  • Suspect has made threats to harm themselves/others
  • Engaged in riotous behavior, throwing dangerous projectiles at others
  • PC for violent crime and refusing lawful orders

  • Type of munition
  • Type and thickness of clothing
  • Proximity to others
  • Location of subject
  • Need for immediate response
  • Verbal warning given when feasible
  • DO NOT TARGET head/neck intentionally unless poses imminent threat of serious bodily injury/death
