To be able to control a mass of people that reduces the chance of rebels forming but if one person is in your control then it the government hasn’t made an impact of the society in regards to state control and rebels are bound to form.
How is Stalin’s quote challenged in 1984 through Syme being vaporised?
The vaporisation of Syme in 1984, the next day that it occurred “nobody mentioned him” contrasts with Stalin’s quote because it wasn’t deemed as a tragedy to those that are being indoctrinated. Orwell wanted to show how power affecting a majority could lead to a cease in existence for the sense of morality felt, especially in a totalitarianism society.

language is important is the only way for people to rebel if the party can easily control the language e.g the difference between Newspeak and Oldspeak.The party doesn’t want compliance but they want the citizens to be fully internalised and faithful for the part whilst they have no tools available such as language to express themselves, preventing rebels from forming.
