Stansfield had left the cabinet and in 1874 had taken a more dominant role in leading the national movement for the repeal of the CDA.
- He had held reshape the movement by making it a more effective pressure group.
- gained popular support from the middle + upper class
- put pressure on the government which paid off when the conservative government agreed to establish a committee of inquiry into the acts.
