Qualifications of CSC Commissioners:

1. Natural-born citizens of the Philippines
2. At least 35 years old at the time of their appointment
3. With proven capacity for public administration
4. Must not have been a candidate for any elective position in the elections immediately preceding their appoinrment

Qualifications of COMELEC members?

1. Natural-born citizen
2. At least 35 years old
3. Holds a college degree
4. Not a candidate in the immediately preceding elections
5. A majority of the COMELEC, including the Chairman shall be members of the Philippine bar engaged in at least 10 years of law practice

2. At least 35
3. Certified Public Accountant with at least 10 years of auditing, or members of Philippine bar engaged in law for at least 10 years
4. Must not have been candidates in immediately preceding elections
5. At no time shall all members of the Commission belong to the same profession
