no it can only execute or implement a law already existing

one branch may not usurp the powers of another branch.

you cannot impose an additional penalty for criminal conduct
who may remove a congressman from office
congress only. each house has independent authority to punish and if warranted expel one of its members on a 2/3 vote of that house. (nothing allows delegation of this authority to president)
what authority does the judicial branch have
the power over cases and controversies. the power ot hear a case and decide a sentence, this right should in no way be exercised by another branch through regulation or otherwise
what is the full faith and credit clause?
full faith and cred it shall be given in each state to the public acts, records, and judicial proceedings of every other state. and congress may prescribe the manner in which those acts, records, proceedings may be proved.
under full faith and credit, what has the Supreme Court said regarding effect given to judgments and laws?
