Victorian period= two tier systems
1990 some areas moved to single tier aka ‘unitary authorities
1965 London, west midlands, south Yorkshire, west Yorkshire, Tyne and wear, greater Manchester and Merseyside had single tier Metropolitan councils- abolished due to high spending ‘86
2000: elected mayor/ executive powers supported by the greater London assembly
