One house - body od delegates with each state having a single vote, who actively could make choices on issues that affected all states
Any choice needed 9 of 13 congressional votes, no choice could ever be made

The government could declare war

Articles could be amended, but that required a unanimous vote .zero were passed

Developed rules for dealing with Ohio, taking the land from the indians and articles were empowered to make treaties - set up 5 new states between the Ohio and Mississippi rivers - OHIO ORDINANCE OF 1787
American Indians had a claim to the land and had to be treated better
ordinance outlawed slavery in all five of the new states - could not collect taxes
SHAYS REBELLION
Government and the individual states are in debt to pay for war - revenue was trafficked, congress couldn’t impose them, states and do this alone - a nightmare for trade\
1786 - 87 - Massachusetts that farmers rose up and closed courts to prevent their debt

slaves couldn’t escape slavery
