Impeachment

A

House Committee on Rule
The influential "Rule Committee" determines the scheduling and conditions, such as length of debates and type of allowable amendments, for all bills in the House of Representatives. The House Committee on Rule decided that the next presidential debate would only be sixty minutes.

Petition that gives a majority of the House of Representatives the authority to bring an issue to the floor in the face of committee inaction. The congresswomen decided to start a discharge petition so she could present her new issue.

A session in which committee members offer changes to a bill before it goes to the floor. Mike made a markup to the bill that was being present to congress in less than an hour.

Committee of the Whole
A procedure that allows the House of Representatives to deliberate with a lower quorum and to expedite consideration and amendment of a bill. The committee of the whole is meeting on Thursday to discuss the new bill.

Hold
A procedure by which a senator asks to be informed before a particular bill or nomination is brought to the floor. This request signals leadership that a member may have objections to the bill and should be consulted before further action is taken Senator Cale ask for a hold so he can decide if supports the bill or not

Filibuster
A formal way of halting Senate action on a bill by means of long speeches or unlimited debate. Mellie did not like the way the Senate was voting so she started a filibuster.

Mechanism requiring the vote of sixty senators to cut off debate The debate was going for so long that one of the senators called a cloture.

Veto
The formal constitutional authority of the president to rejects bills passed by both house of Congress, thus preventing them from becoming law without further congressional action The president decided to veto the law that congress tried to pass

Pocket Veto
If congress adjourns during the ten days the president has to consider a bill passed by both houses of congress, the bill is considered vetoed without the president signature. The congress decided to meet again three days after since they passed the bill so their bill got a pocket veto.

Congressional Budget Act of 1974
Act that established the congressional budgetary process by laying out a plan for congressional action on the annual budget resolution, appropriations, reconciliation , and any other revenue bill. The Congressional Budget Act lays out a plan for how congress will spend it's money.

Reconciliation
A procedure that allows consideration of controversial issue affecting the budget by limiting debate to twenty hours, thereby ending threat of a filibuster. A reconciliation was called because the congressman did not like the plan to spend their money on schools

Legislation that allows representatives to bring money and jobs to their districts in the form of public works programs military bases, or programs. The pork is what allowed the Congressman to give hundreds of jobs to the people in his district.

Federal funds designated for special projects within a state or congressional district. Also referred to as earmarks. The programmatic request allowed the Mayor to pay to fix the roads.

The political condition in which different political parties control the presidency and at least one house of congress Right now in America we have a divided Government.

War Powers Resolution
Passed by congress in 1973; the president is limited in the deployment of troops overseas to a sixty day period in peacetime unless congress explicitly gives its approval for a longer period. Because of the War Powers Resolution the president had to remove troops from Syria.

Congressional review
A process whereby congress can nullify agency regulation within the 60-day period window by passing a joint resolution of legislature disapproval. The presidents approval of the resolution or a two-thirds majority vote in both houses to overrule a presidential vote is also required. The bill went before congress for a congressional review at the start of April

Senatorial Courtesy
A process by which presidents generally allow senators from the state in which a judicial vacancy occurs to block a nomination by simply registering their objections. The president held a Senatorial Courtesy at the end of the month.

Created in 1914, the non-partisan CRS provides information, studies, and research in support of the work of congress, and prepares summaries and tracks the progress of all bill. The congressional research service is an important part of the way congress works.

Government Accountability Office
Established in 1921, the GAO is an independent regularity agency for the purpose of auditing the financial expenditures of the executive branch and federal agencies; until 2004, in GOA was known as the General Accounting Office. The Government Accountability office helps controls the finances of the government.

Congressional Budget Office
Created in 1974, the CBO provides Congress with evaluations of the potential economic effects of proposed spending policies and also analyzes the president's budget and economic projections. The congressional budget office helps control what the congress spends.
