Bicameral, so it has two chambers. The House and the senate

6 years - 1/3 elected every two years.
What was the New Jersey plan?
Favoured by smaller states
Said all states would have equal numbers of seats in legislature

Favoured by larger states
Each state would have representatives based on population size

Both were implemented.

Amendments need a 2/3rds majority in each house

The senate, needs a supermajority to be ratified after the President determines them
Explain the power of declaring war
Both houses vote on a declaration of war
This power has not been used since 1941
Modern presidents avoid asking Congress for a formal declaration, instead using their power as COmmander in Chief to send troops
How does Congress provide oversight?
Must approve federal budgets
Committees allow oversight and investigation of the executive branch
