- the doctrine of separation of powers is a theoretical ideal and in reality many states’ constitutions do not have ‘pure’ separation (e.g. france) and having the doctrine is not a failsafe means of ensuring a democratic system (e.g. usa)
- in practice the UK uses alternative means in an attempt to secure this objective, including conventions (less formal but important measures) controlling legislative/executive action to avoid misuse of powers
