this clause prohibits states from discriminating against nonresidents based on the fact that they do not reside in the state. This applies to visitors, and will invalid restrictions on: commercial licenses; commuters (taxes); abortions; and employment. It does not invalidate recreational licenses or restrictions on natural resources.
