Dahl: A can get B to do something that B otherwise would not do
Gaventa: 3 dimensions of power
-A and B are in conflict and A prevails
-A prevails by excluding certain groups or issues from the decision making process
-A manipulates B into agreeing or feeling powerless
Two types of State power (Michael Mann)
Despotic: ability of rulers to impose their will onto others without check
Infrastructural: ability of gov to implement policies and provide public goods

within national boundaries
e.g. revolutions, elections, passing legislation

affluent, democratic countries led by US
Second World
Communist countries led by USSR
Third World
less developed

FALSE theory that all countries are on the way to be like the US (“fully developed”)
