Rules for “Star Spangled Banner” and “Hail to the Chief”

A
  1. The US Navy Arrangement of the “Star Spangled Banner” and the US Marine Band arrangement of “Hail to the Chief” are designated as the official DoD arrangements to be rendered by all Service Bands on appropriate occasions

2.”Hail to the Chief” is designated as a musical tribute to the President of the US and may not be performed by military musical organizations as a tribute to other dignitaries

  1. During all renditions of “Hail to the Chief” by military musical units, military personnel in uniform, other than band personnel, will accord it the same military honor as they would rendition of the “Star Spangled Banner”
  2. If, in the course of any ceremony, it is required that honors be performed more than once, “Hail to the Chief” may be used interchangeably with the “Star Spangled Banner” as honors to the President of the US
  3. When specified by the President, the Secretary of State, the Chief of the Secret Service, or their authorized representatives, “Hail to the Chief” may be used as an opportunity for the President and his or her immediate party to move or from their places while all others stand fast

What procedures must embassies requesting DoD support must follow?

A

1.) US Embassies may request support directly from US Military units stationed locally in their vicinity

2.) US Embassies in nations located in the geographic AOR of a CCMD must submit all requests for musical or ceremonial support to the respective CCMD PAO

3.) Ceremonial performances by CONUS-based units that are operationally controlled by their respective CCMD must adhere to guidance in Paragraph 6.3 of Volume 1 and Paragraph 4.5 of this volume

What are the policies for Foreign National Anthems?

A

1.) US Military Bands are authorized to perform foreign national anthems at official civil ceremonies within CONUS only when one or more senior government representatives of those foreign nations are actively participating in the ceremony and the representatives holds a rank that entitles them to receive official US Government honors.

2.) Only foreign national anthems of participating countries may be played during international sporting events, such as the Pan American Games or the International Olympics, in which the US ia participant
