No, they must be hired by a driving school who will oversee them through the apprenticeship process.

The debrief, is arguably why the first hour and 45 minutes occurred! The program was designed partially so that someone other than their primary driving coach can take a look at their driving habits and give feedback. Remember, sometimes the student’s family are inadequate at driving/teaching or both!

COMAR requirements say that each student can only do one in-car and one class per day. This can be combined so that they can do class and in-car on the same day at different periods but no more than one of each. Explanation:
There have always been issues with schools starting classes, and not being able to fufill their obligation to finish those students. Primarily this is usually due to a shortage of instructors at that school. Schools are penalized if they make the students wait further than 18 weeks to complete their in-car training.
However, if the student or parent want to wait longer than that, there is no issue.
