Soviet Leader Nikita Khrushchev issued the Berlin Ultimatum.
He told the Western powers they should leave berlin within 6 months, suggesting it should be a neutral free city.
1959
Khrushchev visited the USA. He withdrew his ultimatum after the visit was a success.
1960 May
The Paris Summit.
9 days before the Summit the USSR shot down an US U-2 spy plane. The Summit collapsed because Eisenhower refused to apologise. Eisenhower’s visit to the USSR cancelled.
1961 Jan
Refugee problem in East Germany reaches crisis point - more than 20,000 per day
1961 June
The Vienna Summit. At the Summit, Khrushchev once again demanded the western forces leave Berlin. Kennedy refused and increased defence spending.
1961 August 13th
Khrushchev closed the borders between East and West Berlin.
