The first paragraph is pessimistic however there is a change in tone when the next paragraph starts with “but” and the tone of the article changes to optimistic using the attitude that there is still hope and hopeful compound adjectives. These two paragraphs are technical whereas the next two are written as if their opinion is the right one. They give off the tone of urgency and opinions are presented as facts.
