Initial action unplanned entry
- immediately remove persons of interest

90 second rule
This rule assumes that if offenders are present and moving inside the lab then the atmosphere will sustain life. It assumes that the IET may safely enter and extract suspects for a period of up to 90 seconds.
Safety considerations
- leave the area immediately
- never touch, taste or smell any chemicals or equipment
- do not attempt to stop the chemical reaction
- do not shut off water supply
- do not smoke
- do not use tools, radios, cellphones that produce sparks or friction
- do not re enter

- flame retardant overalls
- chemical and flame resistant coveralls
- boots
- fire resistant gloves
- balaclava

- APR’s with air filters
Material and equipment
- chemical odours

Immediate action for CYP
- removal from scene
- assigning an officer to look after and monitor CYP
- provision of age appropriate explanations
- assessment by ambulance staff
- OT attendance
- decontamination
- photographing and recording physical condition
- prelim interview
- use Tyvek suit or blanket to cover CYP
Follow up actions for CYP
- with OT give priority to locating CYP
- ensure CYP is checked by a doctor within 24 hours
- evidential hair and urine samples
- send to ESR
- liaise with CP for a SCI
Definition of emergency
actual or imminent danger to human health or safety or
a danger to the environment or chattels so significant that immediate action is required to remove the danger
Section 136
Declaration of emergency
RGTB that there is an emergency and no other emergency declared under another Act.
The emergency declared shall cease 48 hours after the declaration or when the emergency is declared under another Act, whichever comes first.

Emergency has been declared under section 136.

Secure the site for up to 24 hours
Section 103
Powers of entry for inspection
Take samples, photographs, measurements.
Take or remove anything for analysis or testing.
Require that the place or thing is not disturbed for a reasonable time pending examination, testing.
Require the making of a statement by the person in charge of the premises.
Require the production of any documents and take copies.
Within 5 working days notice must be given to the person in charge of the premise.
