The Administrative class
Consists of the most senior civil servant and are in charge of organizing and coordinating activities in the ministries. They ADVISE ministers on the formulation and implementation of policies and serves as a communication link between the minister and other civil servants.
How are civil servants recruited into the administrative class?
Recruitment is based on University education and very competitive written exams and oral interviews done by the civil service commission. Members of this class are permanent secretaries, directors etc

They supervise and control the activities of their subordinates and help to collect facts that will help in policy making.
Recruitment to the executive class
Recruitment is based on Higher National Diploma or with an advanced level in level 8, NCE in level7 The assistant executives are usually in level 6 and posses OND or A level certificate.
