Before claim issued, parties encouraged to share info:
- Send Claim Letter explaining why D is is at fault
- D has three months to investigate - accept/deny/defend liability
- appoint expert witness

- C issues proceeding by completing N1 Form
- courts allocate the claim to one of 4 tracks
