What were the concerns when the Framers choose Federalism?
worry- governmental power threat to individual liberty
need- government power limits
Action - divide governmental powers, like Federalism does, prevents misuse
What powers do the national/state government have?
What powers are shared by both?
National- raise army for national defense, sign treaties
States- local law enforcement, education, & health
Shared - taxes, interstate commerce
Define Federalism
government where constitution divides power between a central gov. (DC) and regional gov. (states). Example -USA

Exclusive, Expressed, Implied, Concurrent powers
Delegated powers – the gov has only those powers delegated (granted) to it in the Constitution
•Expressed – powers spelled out in the Constitution
•Implied powers – not expressly stated in the constitution, but are reasonably suggested. (article 1 Sec. 8 clause 18)
•“Necessary and proper power”
•Inherent powers – these powers belong to the national gov. because they’re the national gov. of a sovereign state.
•Regulate immigration and acquire territory

What Limits of power of National Government?
the Constitution assigns certain powers to the National and reserves remainder for states and citizens

Poverty- 41/156 income inequality rank. Highest poverty among Western nations. Top 1% own 40% of net worth. 12.7% live in poverty

- Each state has 2 Senators to support their interests in Congress- equal representation
- States have representatives in House based on population.
Why is the role of Congress important?
Makes federal laws. Set tax rates. Spend tax dollars
What is the role of Congress in the system of Checks and Balances?
Makes laws that President carries out and judges enforce.
How many years does the House and Senate run for?
House - representation based on population. 4 yr term
Congress - each state gets two senators 6yr terms
