Almost all codes of ethics for nurses in the world agree on:
Practice competence
Protection of patient confidentiality
Nondiscrimination of patients
Ethical accountability of the nurse
it is a guidelines for carrying out nursing responsibilities in manner
consistent with quality in nursing care and the ethical obligations of
the profession

Its three primary purpose is to:
- Provide regulatory standards in the practice of Nursing by implementing the Nurse Practice Act and by lobbying to Congress any proposed amendment to any laws with direct relationship to the practice of nursing.
- Ensure public safety by administering the Philippine Nursing
Licensure Exam (PNLE) to graduates of nursing schools prior to practice of Registered Nursing in the Philippines. - Maintain high standards of nursing education by auditing the performance of Philippine Nursing Schools.

Qualification of Board Members
Any person who qualifies as Chairman or member of the Board shall automatically resign from any teaching position in any school, college or university and/ or review program for the local nursing board examinations or in any office or employment in the Government or any subdivision, agency or instrumentality thereof, including government-owned or controlled corporations or their subsidiaries
Qualification of Board Members
He/she shall not have any pecuniary interest in or administrative supervision over any institution offering basic nursing education programs, including review classes.

The general rule requiring a nurse to execute all lawful orders of a physician is tempered by common sense
* Nurse must not execute an order if she is reasonably certain it will result in harm to the patient.
+ In such case she must speak out and risk
incurring the physician’s resentment or ire rather than a lawsuit.

Students
In order that the errors committed by nursing students will be avoided/minimized, the following measures should be taken:
Nursing students should always be under the supervision of their Clinical Instructors.
* They should be given assignments that are in level of their training, experience and competency.
* They should be advised to seek guidance specially if they are performing a procedure for the first time.
Any registered nurse without such training and who administers IV injections to patients, shall be held liable, either criminally under Sec. 30 ( c) Art. VII of said law or
administratively under Sec. 21 Art. Ill or both
(whether causing or not injury or death to the patient).
