Appointment:
The Chief Minister is appointed by the States from elected members after:
Each election of Deputies.
The Chief Minister ceasing to be an elected member.
The death or resignation of the Chief Minister.
The incapacity of the Chief Minister for 8 weeks or more.
A vote of no confidence in the Chief Minister or the Council of Ministers.
The Chief Minister Designate ceasing to be so
Resignation:
The Chief Minister may resign by notice in writing to the Bailiff, who then notifies the States .
Disqualification:
Appointment ceases when a further appointment takes effect or if the Chief Minister ceases to be a member due to disqualification .
Ministerial Appointments:
The Chief Minister may appoint any Minister to be Deputy Chief Minister and may dismiss such a person.
The Chief Minister may appoint one or more elected members as Assistant Ministers.
The Chief Minister can move a Minister from one office to another with the States’ approval
Delegation:
The Chief Minister may personally discharge or delegate the functions of an absent or incapacitated Minister . :
Consensus Decision-Making:
The Council of Ministers generally reaches decisions by consensus following full and frank discussion. If a Minister takes an opposing stance, they are not bound by collective responsibility but are expected to discuss the matter in advance and articulate their concerns to the Council .

Council of Ministers: The Council of Ministers, including the Chief Minister, constitutes the executive government, replacing the old committee system .
Ministerial Powers:
Each Minister, including the Chief Minister, is a corporation sole with the power to enter agreements, acquire property, and perform other functions of the office.
Ministers can sue or be sued in civil proceedings and be charged in criminal proceedings .
Government of Jersey: The Chief Minister and Ministers are collectively referred to as “the Government of Jersey,” a corporate aggregate capable of legal actions
Legislative Responsibilities
Proposals for UK Legislation: The Chief Minister must lodge any proposal for a UK Act to apply directly to Jersey or extend an Order in Council to Jersey .
Delegation of Functions: The Chief Minister may delegate functions to an Assistant Minister or an officer but cannot delegate the power to make an enactment or decide an appeal under an enactment .
Accountability and Oversight
Dismissal of Ministers:
Only the Chief Minister can propose the dismissal of a Minister, with the agreement of the majority of the Council of Ministers and after the Minister has been heard.
The States can remove a Minister by a motion of no confidence .
