Before attending a scene-

A
  1. Decisions must be driven by circumstances, not just by the requirements of a checklist.
  2. Obtain all relevant information.
  3. Consider requesting the complainant to assist/observe, if safe to do so.
  4. Make an APPRECIATION of the incident.
  5. Develop a PLAN to progress the inquiry, considering the relevant risks.

REMEMBER: Freeze, Control, Guard, Preserve

  1. 1 assess own safety and then preserve lives of others
  2. 2 identify and apprehend suspects
  3. 3 contain and control witnesses
  4. 4 preserve the scene

  1. Look out for the suspect
  2. Note and consider stopping any vehicles attempting to leave the scene

A
  1. Log arrival with comms, obtain acknowledgement
  2. Gather information and conduct a risk assessment/ appreciation.
  3. Ensure the safety of yourself, colleagues, victims and others.
  4. Give a SitRep to comms and provide a SFP, if necessary.
  5. Establish a single
    Common path into and out of the scene.
  6. Record relevant information.

On arrival; control people at the scene

A
  1. Take control of the scene
  2. Exercise warrantless search powers if appropriate, pursuant to s&s act 2012.
  3. Clear the scene of persons and if possible, contain them nearby.
  4. Identify and locate the complainant and conduct a preliminary interview.
  5. Arrange a detailed interview and statement.

Victim (injured)

A
  1. Commence first aid.
  2. Conduct a preliminary interview.
  3. If Victim is expected to die, consider taking a statement from the Victim, whether signed by them or not.
  4. Treat the Victim as a scene.do not move them unnecessarily.
  5. Take DNA swabs if the victims skin if appropriate.
  6. Record and photograph any injuries.
  7. If taken to hospital, police must accompany to hospital, ascertain victims current medical condition, preserve clothing, debrief medical staff and update OC Investigation.

Victim- apparently dead

A
  1. Call ambulance: attempt resuscitation if appropriate(note original body position)
  2. Obtain confirmation of life extinct unless death is obvious.
  3. Establish Victims identity.
  4. Do not move the body. Record any previous movements.
  5. Record exhibits, body position, lividity, injuries and clothes.
  6. Make a sketch plan/photographs.
  7. Give early update to the OC investigation.

Scene

A

Identify and preserve (FCGP)

  1. Carry out an initial assessment.
  2. Use a common approach path.
  3. Clear the scene.
  4. Arrange and brief scene guards. Ensure crime scene logs are used.
  5. Establish adequate cordon parameters.
  6. If no immediate life is at risk, consider stepping plates.
  7. Protect fragile exhibits and any exhibit exposed to the element.
  8. Call for assistance/ resources as necessary
  9. Make appropriate records (who what why when where how)
  10. Sketch plan / initial photographs of the scene.
  11. Make accurate records and report them to OC investigation ASAP.

After leaving the scene

A
  1. Brief OC before handing over responsibility of the scene
  2. Cover what has been done, is being done, and needs to be done.
  3. Provide comms with a sitrep.
  4. Update OC investigation to include any details or alterations made to the scene.
  5. All initial attending staff submit copies of NB entries and all required documentation before completing duty that day. FWS should be submitted rather than job sheets.
