Reapportionment
A process of redrawing voting district lines from time to time and adjusting the number of representatives allotted each state
Filibuster
A technique in which a senator speaks against a bill or talks about nothing specific just to hold the floor
Executive Agreement
a government to government agreement with essentially the same legal force as a treaty.
Joint Committees
Groups of members from both chambers who study broad areas that are of interest to congress as a whole
Continuing resolution
A bill passed by congress and signed by the president that enables the federal government to keep operating under the previous years appropriations
Writ Of Certiorari
A latin term meaning to be made more certain
Enables the court to accept cases for review only if there special and important reasons

Powers that do not appear in the constitution but are assumed because of the nature of government
