Powers granted to the National Government in the constitution
Delegated powers
Powers spelled out expressly in the constitution
Expressed powers
Powers suggested or reasonably thought to be granted by the expressed powers
Implied powers
Powers delegated to the national government because it is a sovereign state
Inherent powers
Powers possessed and exercised by both national and state governments
Concurrent powers
Form of federal monetary aid under which Congress gave a share of federal tax revenue with virtually no restrictions to the states, cities, countries, and Townships
Revenue sharing
Type of federal grant-in-aid; made for some specific, closely, defined purpose
Categorial grant
Federal grant-in-aid; made for specific projects to states, localities, and private agencies who apply for them
Project grant
Federal grant-in-aid; for some particular but broadly defined area of public policy
Block grant
Formal agreement entered into with the consent of Congress, between or among states, or between a state and foreign state
Interstate compact
Constitutions requirement that each state accept the public acts, records, and judicial proceedings of every other state
Full faith and credit clause
Legal process by which a fugitive from justice in one state is return to that state
Extradition
Constitution stipulation that all citizens are entitled to certain privileges and immunities regardless of their state of residence; no state can drawl unreasonable distinctions between its own residence in these persons who happen to live in other states
Privileges and immunities clause
Section of the Constitution allowing Congress to pass all laws “__________________” to its duties, and which has permitted Congress to exercise powers not specifically given to it (enumerated) by the Constitution….. overtime it has stretched to cover many implied powers
