A centralized policy is one where
an administrative agency is responsible for determining the policy (policies enacted by the fed)
A decentralized policy is one where
many different individuals make decisions about the policy (allow individuals to choose their own way of becoming compliant)
A policy is cost effective if
it produces the maximum environmental improvement possible, given the resources being expended, or, it achieves a given amount of environmental improvement at the lowest possible cost.
An efficient policy is one that
moves us to or near the point where MAC = MD
For a policy to be efficient it must be cost effective, but not vice versa
