solve the problem by using a theory. They build on success and reject any failure.
Petitioner problem solver?
ask others for solution. they seek mentorship.

Clarify, Ideate, Develop, Implement, and Evaluate.

recognize the problem and understand specific of the problem to avoid solving unknown or unseen problems.
Ideate?
generate the ideas for solutions and explain in details.
Develop?
evaluate ideas to do it or not and check the cost and obstacles involved.
Implement?
problem is tested and evaluated.
Evaluate?
problem is applied if it works.

a team of non experienced and non experts join together to form a solution to a problem.
