Section 5
provides the information as to what is expected of the NDRRMC. As such, they are to develop the National Disaster Risk Reduction and Management Plan.
Section 6
also defines the restructuring and realignment of the existing disaster coordinating councils in the regional and the local government levels which that of the NDRRMC. In doing so, it would be very easy to establish command and control in any incident that may happen in their areas of responsibility.
Sections 10 and 11
states the necessary things that must be done when a state of calamity is declared to ensure that the continuity of operations plan is being followed or activated to help the affected areas. This is also done to ensure that the areas under the state of calamity will still follow the rule of law.
