What was promised to the states from the government?

1) only congress makes the decisions
2) the President doesnt have a say and just signs off
What is the Enabling act?
An act directing people of US territory to frame proposed state constitution
What must a territory do once an enabling act is passed and approved by congress?
Territory must hold a convention and write a proposed constitution approved by territorial voters, president must sign and congress may require a state to meet certain conditions

An act creating a new state
What is the grants-in-aid program?
Grants of federal money or other resources to the states and their cities, countries and other local government units
Categorical grant?
A grant made for a specific, well defined purpose
Block grant?
A grant given for a broadly defined purpose
Project grant?
A grant made to states, local governments, or private agencies that apply for funds to carry out a project or provide training
What must the national government guarantee to each state?
